Utility Bill Pay Options and Rate Information
Walk-in payments may be made in person at City Hall. Acceptable forms of payment include: cash, check, Visa, MasterCard, and Discover credit /debit card. For added convenience, a night drop box is located on the Northeast side of City Hall for after hour payments.
In addition to in person payment options, the City offers other options to pay your bill:
ONLINE: You may pay your bill online. Enter in the bill amount in the correct field, and then click "continue". Enter your payment and billing information in the fields provided, be sure to include your account number in the "Customer ID" field to ensure your bill is paid correctly. There is a 3% charge for online payments.
AUTOMATIC PAYMENTS: AutoPay is easy and convenient. It allows for an automatic debit from your checking or savings account. The charges will be debited from your account and credited to your water bill account each month on the due date of your water bill. There is no charge for this service. AutoPay can be initiated by filling out a draft authorization form and submit it in person, by mail, email or fax.

PHONE: You may pay your bill by phone by calling the Utility Billing Department at (903) 894-7223 ext. 101 during business hours, Monday-Friday 8:00 a.m. to 4:30 p.m.
DROP BOX: A night deposit box is located on the Northeast side of City Hall, at 114 S. Phillips Street. Payments placed in the drop box are processed the next business day after 8:00 a.m.
Utility Rates
Your utility bill includes rates for water, wastewater, and solid waste collection services. These rates are set by the City Council, and are incorporated with other fees and charges for services.
Late fees
Utility bills are due on the 17th of each month. Accounts with a past due balance are subject to late fees, service interruption and additional charges.
